Biden slams Trump over report Russia offered bounties for Afghan militants to kill U.S. soldiers

The New York Times reported that the White House hasn't acted after U.S. officials determined months ago a Russian military intelligence unit offered Afghan militants or criminals bounties to kill U.S. soldiers in Afghanistan.
